Thumbs Up for Tanzania's U.S.$14 Billion 2018/19 Budget

Tanzania parliament passed the government's U.S.$14 Billion Budget for the 2018/19 financial year. 348 MPs were present and 266 voted in favour of the revenue and expenditure plan, while 82 rejected it.



Parliament yesterday passed the government's Sh32.5 trillion Budget for the 2018/19 financial year.
Of the 348 MPs who were in the debating chamber, 266 voted in favour of the revenue and expenditure plan, while 82 rejected it. Forty-three lawmakers were absent.
Opposition MPs who voted in favour of the Budget were from the Civic United Front (CUF) faction led by Prof Ibrahim Lipumba. They included Mr Maftaha Nachuma (Mtwara Urban) and Ms Magdalena Sakaya (Kaliua). Absentees included Chadema lawmakers Freeman Mbowe (Hai), Ester Bulaya (Bunda Urban), John Mnyika (Kibamba) and Peter Msigwa (Iringa Urban). Others were Mr Godbless Lema (Arusha Urban), Mr John Heche (Tarime), Ms Esther Matiko (Tarime Urban) and Mr Tundu Lissu, who has not attended parliamentary sittings since he was shot and seriously injured in an assassination attempt in Ddoma last September.
Earlier, Finance and Planning minister Phillip Mpango defended the Budget, and revealed why the government chose a Swiss firm to roll out an electronic tax stamp (ETS) system from September 1.
ETS, proposed in the government's 2018/19 budget, was given a thumbs down by many MPs, with the Budget Committee questioning the rationale of choosing a company that will invest "only" $21,533,827 (about Sh48.5 billion), but collect a cool Sh66.69 billion annually in electronic stamp duty from consumers of bottled water, cigarettes, soft drinks and alcoholic beverages.
A number of MPs, including Mr Mussa Azzan "Zungu" (Ilala-CCM) and Mr Suleiman Saddiq (CCM- Mvomero), asked the government to reconsider its decision to hire SICPA to oversee ETS across the country for five years.

"Since the server will remain the property of the Swiss firm, we will simply be surrendering our tax regime to a foreign company for a period of five years," said Mr Azzan, adding that the task should be undertaken by the government so that the money collected by SICPA could become part of government revenue.
But while acknowledging MPs' patriotism, Dr Mpango said the government hired the Swiss firm after it was convinced that Tanzania lacks the relevant technology.
"We worked on this, and established that we didn't have the requisite technology. That is why no local company applied when we floated the tender," he said.
Dr Mpango added that benefits of ETS would far outstrip SICPA's earnings from the new setup. He refuted reports that the Swiss firm would pocket at least Sh66.69 billion annually. "Upon completion, the system will be deployed in industries in line with our requirements. Its benefits are much more than the money that will be collected through the system."
ETS will enable the government to use modern technology to obtain production data in real time from manufacturers.

The move is also aimed at curbing revenue leakage, and make it possible to determine in advance the amount of excise duty, value added tax (VAT) and income tax to be paid. On claims that government budgets have in recent years been unrealistic, Dr Mpango challenged MPs to be honest. "We need to be honest to ourselves and our country and at the same time be as pragmatic as possible. It's easier said than done. We didn't go to such great lengths to prepare this budget just to give ourselves a false sense of hope and satisfaction," he said.
While MPs criticised some proposals during the eight days the budget was debated in Parliament, they praised the government for some decisions, including the reduction of corporate income tax rate from 30 per cent to 20 per cent for new investors in the pharmaceutical and leather industries for five years from 2018/19 to 2022/23.
A proposal to offer tax waivers to firms manufacturing all forms of non-petroleum products and building materials using locally-sourced raw materials, as well as the introduction of a tax amnesty on interest and penalties for six months starting from July 1, 2018 to December 31, 2018 were also praised by MPs.

Despite the huge success on the field, all is not rosy in the Gor Mahia camp. Players failed to report to training on Wednesday, a day after their huge 5-0 win over Posta Rangers in Kisumu, their contention being owed allowances.
According to some players who spoke to Capital Sport on condition of anonymity said they are not ready to get back to training, or even honor any match until the club's management honor their promises.
"We have not gone back to training because we are tired of how the management is treating us. We will not play any match until our grievances are addressed. It has been like this for a while but we are tired of it," one of the players said.
From what Capital Sport has gathered, the players were promised a quarter of the Sh27mn received by the club from the Confederation of African Football (CAF) for qualification to the group stages of the Confederation Cup.
This, according to the players has not been fulfilled.
The players and technical bench members were also promised Sh2mn of the Sh3mn SportPesa Super Cup prize money, but the promise was not fulfilled.
"Everyone is very angry because they gave us only Sh1mn from the prize money. As players we are doing all the hard work in training and in games, but the money goes to them. It is quite unfair for us," another player added.
Gor Mahia are scheduled to play Sony Sugar in Kisumu on Friday, a match that stays in limbo if the situation is not arrested.
A player said; "We will not play. The decision we have taken is final because the players are not happy at all. They even threatened to give us release letters because of the strike, but we are ready for it."

The latest happenings inside Kenya's most successful football club also put their participation in the Kagame Cup in doubt as they were scheduled to travel to Dar es Salaam, Tanzania after their scheduled KPL game against Sony on Friday.

Why Zimbabwe's Mnangagwa Is In Tanzania

Tanzania and Zimbabwe have agreed to strengthen economic ties and work towards improving the trade, investment, and tourism sectors. President John Magufuli welcomed Zimbabwean President Emmerson Mnangagwa, who is in the country for a two-day state visit, calling him a president with a "human heart, a patriotic heart and the spirit of love".



Tanzania and Zimbabwe have agreed to cement further the cooperation on economic issues focus being on improving trade, investment and tourism sector.
Shortly after President John Magufuli held talks with the Zimbabwean president Emmerson Mnangagwa who is in the country for a two day state visit, Mnangagwa said that Zimbabweans are thankful for Tanzania's continued stand to support his country even at time when it was sanctioned by the big powers. Mnangagwa arrived on Thursday and is visiting the country for the first time since he took power through a military takeover in November 2017.
He has so far visited Namibia, Zambia, Mozambique, Angola, Botswana, South Africa and the Democratic Republic of Congo. His visit comes just hardly a week after he survived a blast at a ruling ZANU-PF party rally in Bulawayo.
According to him, they are looking for engagement and re engagement with more friends who can trade and enjoy the common goals with Zimbabwe.
"Tanzania remained to be our good friend of all time and are my hopes that this agenda will be maintained in the regional groups we subscribe such as UN, AU and SADC," he said.
Speaking about the previous regime, President Mnangagwa said "The past has gone, there were good and bad lessons. We have to carry forward those good things.
On his side, President Magufuli said there is a need to boost trade between the two countries, saying it was a way forward to stimulate other development projects.

"In 2017, trade volume between the two countries was recorded at Sh21.1 billion up from Sh18.3 billion of 2016, the amount isn't sufficient therefore, therefore we need to take efforts to have it shine," said Dr Magufuli.
On investments, President Magufuli said Zimbabwe has 25 companies operating in Tanzania worth of $32 million and went on to invite further investments given that the country has more than 44 million hectors of arable land.
He therefore said the two governments would soon revive the joint permanent commission that was formed in early of 1980's.
"We have also seen the importance of improving the tourism sector given that we all have tourists attraction, so we shall have a joint package to market our tourism sites," added further.
Other areas that that the Heads of State discussed were taking further the cooperation on health, security, tradition, education and sports sector.
Dr Magufuli went on to explain that the ties wouldn't abandon the political relationship saying they would continue carrying the agenda via the regional groups that the two countries are subscribing.
Our national interests must also be maintained in the United Nations (UN) African Union (AU) and Sadc Summits given the historical backgrounds we have especially on the liberation struggles for independence.
For his part, President Mnangagwa said Zimbabwe is now open for investment and trade with all countries focus being to revive the economy and improve social service delivery.
He acknowledged the role that Tanzania has played in the independence struggles, insisting that the cooperation must be cherished.
"The Dar es Salaam is seeing today is totally different with that I had visited in the past, real development on infrastructures could be seen, we want the same to be installed in the new Zimbabwe," said Mr Mnangagwa

Cashew Nuts Debate Hots Up in Tanzania's Parliament

The government's proposal to make changes to the Cashewnut Industry Act has sparked a heated debate in parliament. Currently the law requires that 65% of the crop export levy be remitted to farmers through the Cashew Nut Board of Tanzania, while the government is left with the remaining 35%.With the changes, part of the export levy collected will not be remitted to farmers for developing crops as is the case now, but instead all the monies will be deposited in the treasury's consolidated fund.

She wrote how she is self-made, adding that the message was intended for some people and that those not concerned should not "ropoka kama ARV's kufichwa mchana, kumezwa usiku."
The statement angered her fans and followers who accused her of stigmatizing of people infected with HIV.
One user commented; "This was in bad taste. Are her worshipers going to support this too?"
Another added; "She should have thought of her followers who are victims before making such a statement..it's not funny at all!"
Another wrote; "Mwanamke roho chafu hata huwa nashangaa nkiona watu wakimworship 🙄."

Breaking Ground For New Bus Terminal in Dodoma

Tanzania's Dodoma will start the construction of a bus terminal that will link the city market and its shopping mall. The new bus terminal will accommodate 270 buses, 600 station wagon cars, and 300 rickshaws, a city official has said. 



DODOMA City Council (DCC) announced yesterday that it would this week sign a contract to start construction of its major bus terminal at Nzuguni area, some 20km from the city centre enroute to Dar es Salaam.
DCC Director Godwin Kunambi said he was 'pleased' to sign the contract tomorrow (Tuesday), adding that the 87 sq km terminal would facilitate a vital link between the city market and its shopping mall - all with capacity to accommodate 270 buses, 600 station wagon cars, and 300 rickshaws.
"We are also planning to phase out all large trucks within the city ... we plan to build a large truck parking lot at Nala ... along with other plans to construct football and basketball grounds at the same area," he said.
The outspoken director said that authorities in Dodoma were committed to improving service delivery, specifically water and electricity, even in the face of an influx of more people.
"We have an excess of 20MW in electricity ... and the Dodoma Urban and Water Supply Authority (DUWASA) can produce up to 61 million litres of water every day ... against the city demand of just 48 million litres."
Meanwhile, Mr Kunambi announced that the authority would consider release at least 21,000 plots to the city's low-income people, saying the plots would be sold at an average 1.5m/-.
"This is to ensure every individual gets surveyed land for residence and industrial use," he said. According to the official the government in Dodoma has surveyed areas for heavy, light and small industries.
In Mpunguzi, for instance, the official said there are 700 plots for heavy industries and 200 others for light industries at Nala.
